Kia ora koutou, My name is Keegan Wells and I am the President of the Otago Unviersity Students' Association. I am elected to represent over 19,000 tauira at the unviersity. We are firmly against the proposal to change parks on Harbour Terrace to p240 parks. Students bring many benefits to the wider dunedin community as well as proudly represent one of the most housing dense neighbourhoods in the country with an average 6,500 people for sq km. This proposed change would not benefit students as intended. Many students rely on the current unrestricted parking to leave their cars for extended periods while they walk to classes, work, and other activities. Converting these spaces to P240 parks would force these students to park elsewhere, leading to uncertainty regarding the safety of their vehicles and additional stress in finding secure, long-term parking options. Furthermore, this change is likely to encourage more people to drive through North Dunedin, which would increase car usage in an area that is currently highly walkable. This is particularly concerning around the Otago Polytechnic and University of Otago, where an influx of vehicles could lead to more accidents and conflicts between pedestrians and drivers. Adding cars to an already busy area runs counter to the goal of creating a safe, pedestrian-friendly environment. Encouraging more driving in this area is also at odds with the Dunedin City Council's Carbon Zero Plan 2030. Reducing car usage and promoting sustainable transportation options should be a priority. This proposal, however, would likely have the opposite effect, increasing emissions and undermining the city’s carbon reduction goals. There are four major bus routes (14, 15, 38, 63) that pass through this area, providing ample public transportation options. Instead of making it easier to drive and park, we should be encouraging students and visitors to utilize these bus services. Improving and promoting public transport is a more sustainable solution that aligns with the city’s long-term goals. While we understand the intent behind the proposed parking changes, we believe they will have unintended negative consequences for students and the broader community. We urge the Council to reconsider these proposals in light of the concerns outlined above and to explore alternative solutions that better align with the needs of students, local residents, and the city's sustainability goals.
