Kia ora koutou, My name is Keegan Wells and I am the President of the Otago Unviersity Students' Association. I am elected to represent over 19,000 tauira at the unviersity. We are firmly against the proposal to change parks from resident parking to p60 and unrestricted. This seemingly nothingburger of a trade off will greatly affect the residents of Grange Street and barely scratch the surface of helping the city. These changes are not beneficial to students. The conversion of ‘residents only’ car parks to P60 parking and unrestricted all-day parking might seem advantageous at first glance, but it overlooks the needs of students who require secure and predictable parking near their homes. Short-term parking like P60 spots will not serve students who need to park for longer periods, and the removal of ‘residents only’ designations could create competition between residents and students, leading to further parking challenges. Encouraging more unrestricted parking may lead to increased traffic in the area, particularly in an environment where walking is the primary mode of transport for many students. Adding more cars into a highly pedestrianized area, especially around the University, increases the risk of accidents and detracts from the safety of students and residents. These changes also seem inconsistent with the Dunedin City Council's Carbon Zero Plan 2030. By encouraging more car usage and parking availability, the proposal contradicts efforts to reduce carbon emissions and promote sustainable transportation options. Encouraging more driving is a step backward in achieving the city’s environmental goals. Within a two-block radius of Grange Street, there are bus stops for 11 out of the 23 buses that operate in Dunedin, including routes 1, 3, 5, 6, 8, 10, 11, 38, 14, 63, and 50. Given this extensive public transport coverage, the focus should be on promoting the use of these services rather than increasing parking availability that encourages more car usage.
