Prefer unlimited, however if you insist on limiting the time then 240 is better - allow people time to actually enjoy the beach/go for a surf.
Need to consider that if you drive surfers away they will likely go to Blackhead that already can't handle to amount of cars on a nice, day, has no bins, no lifeguard patrol and a lot of wildlife that already gets harassed by the many people who go there.
