Seems sensible to restrict the time people can park for, and the proposed time limits seem fair. I wouldn't suggest having as many 5 min parks, as I think having more longer term parks would work better. Having time restrictions means more people can enjoy the area. Having the flexibilty of being able to have longer term parking when surf comps are on would be worthwhile too.
