South Dunedin School Safety Improvements

Supporting the safety of our school communities and residents is the aim of a series of proposed safety enhancements near six schools in South Dunedin. These proposed changes include improved intersections, new roundabouts, and safer crossings, and are designed to help protect our tamariki and rangatahi, encouraging them and their whānau to walk, bike, scoot or take public transport to and from school.

The schools are St Clair School, St Bernadette’s School, Carisbrook School, Bathgate School, and Kings High School and Queens High School.

What are the proposed safety enhancements?

The proposed safety enhancements include:

  • Macandrew Rd & Surrey St – New roundabout with traffic islands, crossing points, speed cushions and road markings.
  • Bayview Rd, Surrey St & West Ave - New roundabout with traffic islands, crossing points, speed cushions and road markings.
  • Macandrew Rd – Raised zebra crossing outside Bathgate Park School.
  • Bayview Rd - Raised zebra crossing outside Kings and Queens High School.
  • South Rd – Upgrade zebra crossing to a permanent raised zebra crossing with kerb buildouts outside Carisbrook School.
  • Forbury Rd – Speed Cushion at both approaches to the zebra crossing outside St Bernadette’s School.
  • Richardson St – Raised zebra crossing outside St Clair School.
  • Hargest Crescent, Richardson St & Coughtrey St – Raised crossing point.
  • Albert St & Kennedy St – Kerb buildouts with a new crossing point.
  • Hargest Crescent & Albert St – Painted buildouts with flexi bollards and improved crossing.

All proposed road safety enhancements will also support a 30km/hour speed limit outside school gates.

Proposed parking changes

DCC’s Transport Regulation team is consulting affected property owners on the proposed parking changes that may be required to accommodate the safety changes.

We are asking for feedback from the public on the proposed changes detailed below.

The consultation on these changes will run until 11.59om Wednesday 2 September.

Albert Street and Kennedy Street

The planned changes are at the intersection of Albert Street and Kennedy Street.

As part of the safety improvements, kerb buildouts and a new crossing point will be installed on Albert Street at the corner of Kennedy Street. This change is expected to create a safer environment for pedestrians crossing near the intersection, particularly for students travelling to St Clair School. The upgrade will also support the variable 30 km/h speed limit for school zones.

Albert Street and Hargest Crescent

The planned changes are at the intersection of Albert Street and Hargest Crescent.

As part of the safety improvements, painted kerb buildouts and flexible bollards will be installed to improve crossing safety at the intersection of Hargest Crescent and Albert Street. This change is expected to create a safer environment for pedestrians crossing near the intersection. The upgrade will also support the variable 30 km/h speed limit for school zones.

South Road and Surrey Street

The planned changes are at the intersection of South Road and Surrey Street.

As part of the safety improvements, the existing zebra crossing will be upgraded to a permanent raised zebra crossing with kerb buildouts outside Carisbrook School. This change is expected to create a safer environment for all road users, including pedestrians crossing near the intersection. The upgrade will also support the variable 30 km/h speed limit for school zones.

Bay View Road, Surrey Street and West Avenue

The planned changes are at the intersection of Bay View Road, Surrey Street and West Avenue.

As part of the safety improvements, the existing priority-controlled intersection will be upgraded to a roundabout. Roundabouts are designed to reduce vehicle speeds and improve safety, as drivers are required to give way to traffic approaching from the right. This change is expected to create a safer environment for all road users, including pedestrians crossing near the intersection. The upgrade will also support the variable 30 km/h speed limit for school zones, and additional safety features will be included to help slow traffic and provide safer crossing opportunities.

Macandrew Road and Surrey Street

The planned changes are at the intersection of Macandrew Road and Surrey Street.

As part of the safety improvements, the existing priority-controlled intersection will be upgraded to a roundabout. Roundabouts are designed to reduce vehicle speeds and improve safety, as drivers are required to give way to traffic approaching from the right. This change is expected to create a safer environment for all road users, including pedestrians crossing near the intersection.

While one bus stop that currently serves the route 8 will be removed on Macandrew Road as a result of upgrades, route 8 bus passengers will continue to be able to use nearby bus stops at the corner of Macandrew and Forbury Road, and near 203 Macandrew Road.

The planned changes are at the intersection of Macandrew Road and Surrey Street.

Next steps

Construction for the safety enhancements would be completed by the end of June 2027.

Improved Safety around South Dunedin Schools

The South Dunedin School Safety Improvements is a revised version of a central government project initially proposed in 2023.

At that time, DCC staff engaged with schools, area businesses and nearby residents asking for feedback on proposed safety improvements.

The current plan is smaller in scale than that which was initially proposed. Council will be considering further safety enhancements around other South Dunedin schools as part of its 10 year plan.
