The 9 year plan’s focus on key water infrastructure is laudable but it does not do enough to address the defining issue of our time – climate change. Addressing climate change would simultaneously reduce our emissions while providing transport choice for rate payers, improve population health through better air quality, safer streets and more active citizens and make the city more vibrant and liveable. It is a win win that will save money in the long term.
Active transport
It is essential that active transport (cycling and walking infrastructure) is not allowed to stagnate for 9 years. Cities such as Wellington and Christchurch are pushing ahead with developing cycling infrastructure. Christchurch is reaping the benefits through increased numbers of people choosing active transport as infrastructure is rolled out. Active transport infrastructure will make our city safer, improve air quality, address congestion and reduce transport emissions. Important projects that need to be included in the 9 year plan include funding for: -
1. The Dunedin (Chain Hill) tunnels trail as previously planned. This will allow us to connect to proposed and established Otago cycle trails and therefore benefit from the tourism that results as well as providing an active transport commuter link for the growing Mosgiel population. Full funding from year one.
2. Walking and cycling bridge across the state highways connecting the waterfront to the city as previously planned. Full funding from year one. This will connect Te aka ōtakou to the city, improve the connection of a key commuter route, and facilitiate the development of the harbour front as a key destination for our city.
3. Finalise a strategic cycle network. Work has started on this and needs to be completed so there is a clear vision for cycle infrastructure development.
4. Roll out priority urban cycle infrastructure (using the tested method of low cost trials followed by permanent infrastructure) identified in the strategic cycle network.
5. Incorporate active transport infrastructure as part of road renewals program to minimise cost.
Public transport
Collaborate with Otago Regional Council to ensure we have a robust and expanding bus network. Key projects that should include a priority bus lane on Princess street and a park and ride from Mosgiel.
Climate change action
Climate change is an existential threat. A lack of funding for the zero carbon plan is not acceptable. It is essential council takes action to address this in the 9 year plan as previously agreed. At a minimum the medium investment package should be funded. Many of the actions are included in the public and active transport plans mentioned above. Addressing climate change improves the city, makes it a better place to live, easier to get around, with cleaner air and more resilient using local reliable clean energy.
Revenue
Increase revenue for the above by: -
1. Charging tourists for entry to museums.
2. By increasing charging for car parking. Coupled with investment in cycling, walking and public transport this will also facilitate mode shift.
3. Reducing budget for grass verge maintenance.
4. Increase landfill charges.
