I strongly support retaining the Te Awa Ōtākou / Peninsula Connection in the longterm plan and for completion in years 2, 3, 4, in the following sequence, (year 2) Ellison Rr to Ōtākou Fisheries Wharf, due to being the most dangerous section of the road, increasing impact of sea level rise / storm events and important access to globally significant visitor locations on the outer peninsula, wild life as well as the important Ōtākou marae. (year 3) Tidewater Drive to Ellison Rd, due to susceptible flooding, and straight forward construction. (year 4) Portobello to Weir Road, complex, landward option past school preferred, to improve safety for school children, less complex construction and more cost effective than landward side.
I have been involved in the road upgrades planned since the early 2000's and when the order of sections was altered in 2014 to allow sections nearer Dunedin to be completed associated with the cycleway, while agreeing to that, the DCC promised they would complete the reordered Harington Point Road sections. This is a DCC promise, not a Waka Kotahi promise, a DCC responsibility, not a Waka Kotahi responsibility, it is the cities responsibility to deliver regardless of whether there is Waka Kotahi funding, Waka Kotahi have effectively provided significant funding support to the wider Peninsula Connection, it is the city council responsibility to understand the needs of and provide equitable outcomes for their citizens, visitors and businesses along the entire road, and not leave sections undone because they do not meet a national criteria,
