Ensuring this stays ONLY to international visitors. $20 is also a bit steep.

the importance of upgrading and updating playgrounds well - see examples from place such as the Palmerston North City Council who do fantastic play spaces that cater to all ages. A lot of community playgrounds are so sad and also don't cater for Dunedin Weather - slippery wooden surfaces.
Look at where families go - eg. a small play space in the civic centre outside the library. Think logically about what spaces around Dunedin are used by families and what would benefit them. Ridiculous seesaws on the side of the road in the middle of town are not a logical/child friendly safe option.
Get the train services back up and running but make them actually affordable for locals to utilise
