There will be more cost and effort than financial gain to charge international visitors.
Is there anything else you would like to tell us?
Charge a higher general visitor levy at the border and demand from central government that this be distributed. Or charge a general levy at Port Chalmers for all cruise ship passengers. Also an overnight levy at all visitor accommodation sites. Run a guided international visitors package tour business, where the profit is invested back in the museums.

Water is vital for all life. It is common good. It should never be packaged into a business that could easily be sold off in future.
