Yes BUT... Will the cost of admin outweigh the fee; will the fee defeat the goal of encouraging visitors; how do you ascertain who is an international visitor: feels like that could be a PR can of worms and distressing/embarrassing for all involved if wrong assumptions are made...

Which water services delivery model do you support?
The Council’s preferred option: an in-house delivery model
Why did you choose this option?
Water is essential for life, it is a public good and should be administered as such - any sort of 'business' model is likely, despite good early intentions, to have other profit-seeking priorities. Council ownership and admin creates accountability.
Do you have any other feedback related to the proposed water services delivery models?
When reporting leaks, as citizens are encouraged to do, we are told by council staff that as we live on a private right of way, it is nothing to do with DCC and "it's not DCC water" - as rate-paying citizens this is not equitable treatment, and ignores the practical fact all the pipes are connected and the water is paid for by all citizens. and an ongoing one as infrastructure ages. There are a number of such enclaves in Dunedin, this problem is deserving of attention when considering future plans about water, as every part of the system affects every other part.
