Development Contributions - Middlemarch Wastewater
I have no personal interest in this issue as I do not own land in Middlemarch township. I am submitting as I have been unable to clarify the detail that this community should have been aware of that generated a 408% increase and made the DC cost equal or greater than section values in Middlemarch - setting a perverse result and encouraging development outside of the serviced area into rural residential where a septic tank system would be cheaper, and potentially compromise the individual bore system that serves Middlemarch for water. This proposal of $47000+ (ex GST) is straight after consulting with the community and providing for smaller section sizes ie more potential growth.
There is no commentary in the infrastructure strategy that explains what is intended, no explanation as to what is wrong, what is trying to be achieved nor has there been any meeting to explain this to the community. Yet this proposal, with no clarity in the document as to when the DC may be payable could stymie any growth in the community. A submission should be a process of commentary on a proposal - the advantages and disadvantages - but there simply is a number that became public through good ODT journalism, rather than Councillors or staff highlighting it. I have spent several weeks trying to understand the situation and no staff can really assist - away on leave, sick or people don’t know. It has been frustrating.
My submission is that if you are planning work for Middlemarch then you need to have that framed up as a proposal, present it to the community and options, add it to your infrastructure strategy and treat the Middlemarch community in the same way you have for Waikouaiti where you have done just that. Moreover work out what problem - real rather than perceived that you are trying to fix, and take the community with you. It appears that this work programme is not sufficiently certain to present as a change in DC costs and that it is premature to continue at present. The risks of rapid development in Middlemarch are low, the risks that such an increase pose to the townships economic development and water quality are substantial.
