Should we remove 231 Stuart Street (formerly the Fortune Theatre) from the list of strategic assets in the DCC Significance and Engagement policy?

Should we charge an entry fee of $20 (incl. GST) for international visitors aged 16 and over, at Toitū and Dunedin Public Art Gallery?
Yes, introduce an entry fee of $20 (incl. GST) (this is our preferred option)

Do you have any comments about the entry fee for international visitors?
Visitor fees should also be charged for NZ non-residents of Dunedin City too (perhaps $10). Visitor fees should also be charged at Tuhura Otago Museum. While the museum operates independently, DCC currently provides a share of the $7M grant funding to Tuhura Otago Museum, which is proposed to increase by 2.1%. Pegging the grant to requiring Tuhura to charge visitor fees is a consistent approach to muesum entry fees and charges across the City, and as the consultation document states "having entry fees for galleries and museums is common practice in other cities". This will generate revenue for the museum and make it less reliant on ratepayer funded grants that could be reduced, or provided for other community groups or organisations.

Is there anything else you would like to tell us?
I'm appalled that funding for Te Awa Otakou is being prioritised ahead of the Dunedin Tunnels Trail. While they are both desirable infrastructure projects for the City, the Peninsula connection will serve very few people and offers limited value for money and benefit compared to the Dunedin Tunnels Trail, which will provide a safe cycling connection for thousands of households, as well as economic tourism benefits. The argument that co-funding is no longer available for the Tunnels rings true for the Peninsula Connection, which is also not currently eligible for NZTA co-investment. Furthermore, while a commitment may have been made to mana whenua for the Peninsula Connection, so too was a commitment to increase the cycleway budget in 2022 to accelerate the delivery of the Tunnels Trail. I support the introduction of Sunday parking fees. Given the extreme rates-constrained budget, and the focus of a user pays approach, I do not support continued funding for renewal of the Taieri Gorge Railway and disagree it's an essential part of Dunedin's tourism offering - it's a nice to have that locals subsidise for tourists.
