I wish to attend the hearings to make the case for the provision of an annual grant of $30,000 to One Coast, Waikouaiti. One Coast is a community-based incorporated society providing a waster recovery and reuse facility at the Waikouaiti Transfer Station. Our request is supported by the Waikouaiti Coast Community Board. This request is consistent with the DCC's Waste Management and Minimisation Plan and it received a sympathetic hearing at the hearings conducted recently. The grant would enable One Coast to develop maximum capacity for the site and the organisation. It would: 1. Relieve us of the burden of constantly applying for external grants, which is both time-consuming and a source of uncertainty. 2. Enable proper forward planning and budgeting for capital expenditure (eg. car parking, new buildings, toilet facility) and operational expenditure (paid staff to coordinate volunteer workers, provide training and allow us to increase opening hours). 3. Expand our role in community resilience by working with other local groups (e.g. Progress of Waikouaiti Area, Mens' Shed). 4. To work with the East Otago Catchment Group to build capacity for the management of agricultural waste (both organic and non-organic) At the WMMP hearings there was some discussion of where such funding support might come from, if approved. That is a matter for Council to resolve. In the meantime, we stress the URGENCY of this matter. We note that the consultation document refers (p.29) to a Grants Review, which states that there is some unallocated grant money that community groups would still be able to apply for through this year's 9yp submission process. If necessary, this might provide an interim solution if more time is needed to consider long-term grant support.
