Yes, introduce an entry fee of $20 (incl. GST) (this is our preferred option)

Please see our submission attached - we are advocating for funding to be taken from the playgrounds and put aside for a youth hub to be introduced in Dunedin, due to the large number of teenagers and young adults in the city who are currently not having their needs met.
