add fee for tourists, not locals

Is there anything else you would like to tell us?
Yes, why are are not doing more with our streets to focus on the needs of kids and elderly, making them safer and more playful without having to have huge capital investments. This is one of our largest assets as a city yet it's almost entirely given over to cars moving and parking. Let's at least take some strategic streets like out at st clair next to the playground/ beach, and close it off to cars and really lean into enhancing it as a local/ regional destination. Some simple paint, light, colour etc could attract more people, make it safer, and still allow access to local residence/ limited delivery for businesses. We have SO much potential here in Dunedin- why not use it more!!
