It is hard to imagine the costs of collection meeting the income and there is the difficulty of establishing who is an international visitor and who is not. If an entry fee is to be charged, something that is undesirable in my view, it should be general.

Which water services delivery model do you support?
A Three Waters Council-Controlled Organisation (CCO)
Why did you choose this option?
The CCO option creates a standalone body whose focus is three waters and which is at one remove from other strategic directions the DCC itself may choose to adopt. An example of this involves the deferred maintenance that is not being addressed and which arises from a failure by the DCC to prioritise satisfactory investment in the past.
Maintaining three waters in a CCO will help encourage a focus on just that and leave the DCC to make other decisions about spending priorities.
Do you have any other feedback related to the proposed water services delivery models?
I live in a property with none of the three waters under discussion and I’m interested to know what these two plans mean for properties like mine. I note there is a proposal to move to charging by water use but it is not clear from the documentation if this is intended to recover all of the three waters costs, or only part thereof. That question seems quite important: it is easy to meter water usage, harder to measure sewage production and stormwater disposal, so how would this model work.
If there was a to an accompanying general charge, how would that affect user outside the water network.
