The investment options for Zero carbon initiatives should be returned to the 9-yr plan. These initiatives should not be seen as an optional extra to the Council's work, but as a core element. if this is not done, then climate-related emergencies will force the Council to take actions. The situation in South Dunedin is an excellent example.
