Submission

9 year plan feedback

Should we remove 231 Stuart Street (formerly the Fortune Theatre) from the list of strategic assets in the DCC Significance and Engagement policy?
No, keep 231 Stuart Street as a strategic asset

Do you have any comments about 231 Stuart Street?
No because of the proposed capex cut to the Performing Arts Centre. Yes if this is reinstated.

Should we charge an entry fee of $20 (incl. GST) for international visitors aged 16 and over, at Toitū and Dunedin Public Art Gallery?
No, do not introduce an entry fee of $20 (incl. GST)

Do you have any comments about the entry fee for international visitors?
Charge for cruise ship emissions. Don't make low wage DCC employees act as gatekeepers for culture.

Is there anything else you would like to tell us?
I strongly oppose the capex cut to the Performing Arts Centre ($17 million of $1.889 billion). This negligible difference to DCC's capex budget will have a significant negative effect on Ōtepoti's ability to grow thriving theatre, music and dance scenes. We will increasingly find ourselves 'buying in' more work from elsewhere, and unable to grow quality, travel ready work ourselves, damaging Ōtepoti's cultural reputation. It will also severely constrain DCC's ability to be an arts and culture partner, including solving problems to do with our aging culture buildings. Conversely if reinstated, this small capex investment will make a huge positive difference. I would support decisions towards selling The Fortune building, and potentially other DCC culture assets (eg the Sammy's lease) if the provision for arts and culture capex is retained. I support the budget for events, festivals, music and heritage to the extent that it grows local creative scenes and provides platforms for work from Ōtepoti. I do not support the proposed focus on buying in large scale events from elsewhere. I do not support a grants review that excludes DCC's biggest grants (Tūhura, DVML). For scale, I note that the recent increase to the event attraction fund, and the rent cut for the stadium reported in the ODT are each bigger than DCC's entire competitive grants pool for arts, culture and events. I strongly support continued implementation of Ōtepoti's Live Music Action Plan. I do not support DCC's low ambition for zero carbon, an option for higher investment should have been included in this consultation.
