    Details Submission re: Rezoning of land in Portobello (1694 Highcliff Road) from Rural Residential to Township and Settlement
    Reasons for these views We are the owners of a property at 13 Hereweka Street, Portobello, which lies opposite the north-eastern corner of the rezoned area belonging to 1694 Highcliff Road. Whilst we have no general issues with more housing being built in that area, we have some specific concerns affecting our property. Our property has a stream winding its way through the length of it. This stream originates higher up the valley and runs parallel to and on the western side of Hereweka Street, right along the bottom of the proposed rezoned area. It crosses underneath the street from the north-eastern corner of the rezoned area through a culvert into our property. We are concerned about the stream in two regards: - that it might become more prone to flooding and endanger our house. The stream has in the past during heavy rain risen quickly and substantially, though fortunately not quite reaching our house. We fear that with more buildings going up upstream the stream might flood more easily • due to increasing the amount of sealed land and thus water run-off upstream • due to building work shifting large amounts of earth leading to silting up or even blockages upstream - that the steam’s water quality will decline, whether through silting, other pollutants from building work, increased water flow/speed or similar. At the moment the stream in our garden is shaded and healthy containing, amongst others, eel and crayfish. We’d like to keep it that way. These concerns could be mitigated by making the stream at the bottom of the rezoned area less straight and plant its banks for shade.
