Variation 2 change ID IN07 Provision name and number, or address and map layer name 133-137 Kaikorai Valley Road, Glenross (as shown in Appendix 10) My/our submission seeks the following decision from the Council: If the change is not rejected, amend as outlined below Details IN07 - if not rejected I request it be amended to include an access constraint requiring access to be solely via Kaikorai Valley Road. Reasons for these views I was notified of Variation 2 as an affected person whose house is within 50 metres of a proposed change. My house is on Northview Crescent. While not opposed to IN07, I am concerned that the Council has not fully appreciated or addressed the potential traffic and access effects on affected persons on Northview Crescent which is currently a safe, low vehicle traffic, no exit road where adults and children regularly walk, bike and play. Change IN07 proposes a ‘new development mapped area’ for up to 76 dwellings between Northview Crescent and Kaikorai Valley Road. I acknowledge that there was existing potential for 50 dwellings in this area. My concern is that the Section 32 report has not adequately addressed the issues of access and increased vehicle traffic in relation to Northview Crescent which remains mapped GR1 under Variation 2. Because of the steep slope the Council proposes constraints for stormwater, wastewater and stability, yet none are proposed for access. Northview Crescent is steep and narrow with multiple shared driveways giving onto both of its sharp narrow corners. The Road reserve may be widened along the lower straight sections however the corners present practical safety concerns. For example the top corner is too narrow for the centre line road marking from the intersection of Northview Crescent and Delta street to continue. Adding new vehicle access to the top of the steep slope in IN07 is also inhibited by practical constraints. The severity of the incline means that constructing roads to connect Northview Crescent would take up land that could otherwise be used for housing. In addition, access from Northview Crescent has the potential to significantly increase traffic in the area particularly if it becomes a vehicle throughway between Kaikorai Valley Road and Highgate. My preferred solution would be for the Council to require vehicle access for IN07 be solely via Kaikorai Valley Road. Kaikorai Valley Road can be accessed on the flat and is better able to absorb the increase in vehicle journeys associated with 76 new dwellings than Northview Crescent. Doing so at this stage as part of change IN07 will provide clarity at the consenting stage for any future development arising from IN07.
