Variation 2 change ID A2, A3, B1, B3, B4 Provision name and number, or address and map layer name Object to the re-zoning of 353 Main South Road, Sunnyvale from rural to residential - rule 15.1.1.1; rule 15.3.2.2.b; rules 15.5.2.1.a(i) and (k); rule 15.7.4.1; and rule 15.7.4.2 My/our submission seeks the following decision from the Council: Reject the change Details A2 - Reject the change Add new policy minimum site size (Rule 15.7.4) and density (Rule 15.5.2) - if not rejected changes to these rules need to include building restrictions i.e. no build zone within 40m of existing boundary to Tate Crescent properties and any building to be single storey only to prevent encroachment on privacy. A3 - Reject the change B1 - Reject the change B3 - Reject the change B4 - Reject the change Reasons for these views The addition of any buildings, roads, or access ways within a 100m of our boundary will have a significant negative impact on our privacy and view. We purchased our sections because of the rural aspect. We were told that the land behind our sections was zoned rural residential but would not be developed. The developer's agents from Patterson and Pitts informed us that the rural land behind our sections would be too difficult to build on. We were told the land would not be rezoned. Our sections cost approximately 30% more because of the rural aspect and low housing density. The Grandvista subdivision is considered ‘low density residential’ and yet there are issues with lack of parking for residents and visitors, school traffic, and access in/out of the subdivision during peak times. Abbotsford, Fairfield, and Green Island do not have adequate infrastructure in place to contemplate additional housing to the scale proposed in the plan. The local amenities cannot sustain another 200-400 families. The traffic at the Green Island roundabouts and access to the motorway has already increased significantly with the additional new homes in the Grandvista and Abbyfield subdivisions. Additional housing in Sunnyvale will cause traffic congestion, frustration, and unsafe driving in an area where children are traveling to school. The cost to restructure the roundabouts and roads in the area will be a significant expense to the council and ratepayers. The local primary schools are already at capacity and not equipped to take on additional students from families moving into the area. The area is out of zone for Taieri College. There is no mention of building restrictions including height (single storey vs multi-storey) and proximity to existing section boundaries. Duplex housing will create significant issues with noise due to the high density living. Leg-in shared driveways do not allow sufficient off street parking for homes with more than one vehicle and do not provide sufficient parking for visitors; they create issues with rubbish collection; they also create security issues for the neighbourhood due to the lack of visibility from the street. If social housing is built in the area this will have a negative impact on the value and safety of our homes. Removal of the rural area behind our sections will have a negative impact on the environment as well as the native bird, bee, and skink populations. We purchased our sections for the rural aspect and enjoy the trees and native bird life. We purposefully chose not to buy into a high density area surrounded with 2m high fences - don’t take that away from us.
