    Reasons for these views A2, A3, B1, B3, B6 I support changes to allow increased density in GR1. Increased density will make public transport more viable, and also result in more efficient use of existing infrastructure. I question the methodology of the greenfields rezoning assessments. For example: GF02 (Gladstone Road). I oppose this rezoning. This is too far from the bus service. We should simply not be enabling any new subdivisions where there isn't a convenient public transport service, as it will further entrench car use when we need to be moving away from that. This is also a waste of productive soils. Requiring extensions to 3 waters, particularly pumped wastewater, will add to the network maintenance burden that will become unaffordable in an energy constrained future. GF05 (Fairfield) lists "Accessibility - Public Transportation" as "Very good", "The nearest high frequency bus stop is approximately 400m away". I support this rezoning. However, by my assessment, the distance to the bus stop at Sunninghurst Drive is around 300m (4 minutes walk) to the nearest point in the subdivision, but the furthest point in the subdivision will likely be 900m (12 minutes walk) away. Still within a reasonable distance to catch a bus, but the methodology of assessing a block by the distance from the access road gives a rosier picture than stated in the assessment. This indicates a flawed assessment method was used, and greenfield sites are being over-generously assessed. The assessment of "Accessibility - Schools" is rated "Very good" because "Abbotsford School (primary and intermediate) is approximately 480m away, accessed by foot through the Grandvista subdivision." That may be so, but the assessment fails to note there is a railway line cutting that 480m path in half. The proposed subdivision seems to be on the wrong side of the tracks. Google maps tells me that the walking distance from the Severn Street playground to the school is 1.4km (17 minutes) via the North Taieri road overbridge. And further for other points in the subdivision. Again perhaps still a reasonable walk to school, but not as rosy as painted in the report. GF11 (Polwarth and Wakari Road) This is a case where the "Accessibility -Public Transportation," rated as "Good" makes no sense. While "the nearest high frequency bus stop is approximately 500m away" (assumed to be at 298 Helensburgh Road,) the distance from Polwarth Road to the bus stop is 1.3km (about 18 minutes walk). My sense is that most people would not consider walking 20 minutes to catch a bus to catch a bus which then takes 20 minutes to get to town. They will use a car instead. So one end of this area has an OK bus service, but the other end is dismal. This area should not be subdivided unless the bus service is first extended along Wakari Road to service it. Establishing housing areas without public transport sets a precedent practice of car use, which will be difficult to change in future. If there is a bus service available from the beginning, it is more likely that a high public transport use pattern will be established and maintained. IN05 (GR1 to GR2, Mornington). I support this rezoning. This area is served by several bus routes, e.g. no19 and no61, with generally not more than 5 minutes walk from any place in the area to the nearest bus stop. The council should be doing all it can to achieve the required housing using intensification within existing developed areas. More density in the area will support the bus service by providing potential passengers.
