    My/our submission seeks the following decision from the Council: If the change is not rejected, amend as outlined below
    Details IN07 - if not rejected I request it be amended to include an access constraint requiring access to be solely via Kaikorai Valley Road, and requirement for 'green reserve' area along Northview Crescent.
    Reasons for these views I was notified of Variation 2 as an owner of a dwelling within 50 metres of a change. I have concerns around the impact of traffic safety and noise on residents of the Greek Quarter, both with the expansion of density allowing significantly more dwellings to be added, and if access is not limited to Kaikorai Valley Road for these dwellings. I am concerned that the Council has not fully addressed the issues of traffic and access on both Northview Crescent and the surrounding Greek Quarter streets and residents, in enabling significant additional residential development in the neighboring land which is currently green. Northview Crescent itself is a narrow no exit street with steep and sharp and narrow corners that children regularly walk bike and play. This street currently services approximately 20 residential properties, the narrow street is not capable of supporting any additional traffic at the volumes this change would allow, without causing significant safety issues. Kaikorai Valley Road is arguably much better positioned to accommodate this additional traffic burden. Allowing access from Northview Crescent to this development area if there is also access in Kaikorai Valley Road would a create a causeway between Kaikorai Valley Road and Highgate, with Ross Street being access to central Dunedin and being close beside Delta street, the additional traffic would have a significantly negative impact on the neighbouring Streets such as Delta, Gamma, Epsilon and Beta - an otherwise quiet and low traffic neighbourhood. You only have to look at the volumes of traffic using Stuart Street, Stone Street, Kenmure Road. Barr Street to recognize that West Dunedin or Taieri suburb traffic access many parts of central, north and south Dunedin through access from 133-137 Kaikorai Valley Road to the Highgate Ridge through the very narrow, steep and winding Northview Crescent. This would cause me significant concern. Increasing the density to allow an additional dwellings at this development site is also a concern for me in terms of noise and visibility impact on my own property, which overlooks this site. Increasing to over 70 dwellings reduces the ability to retain some of the lush bush area which the Kereru, Tui and other birds enjoy. These native birds are regular visitors to my own back yard and I have concerns about the impact on the neighborhood if these birds need to relocate. This is a steep site and in combination with difficult access, I think an inclusion of a green reserve area at the top of this site along Northview Crescent, with no vehicle access from Northview Crescent, would be desirable for all residents of the area (including residents of the new dwellings) in order to retain some of the nature that enjoys the area and to reduce the noise and visual impact of the additional dwellings on the current dwellings on Northview Crescent.
