    Reasons for these views The National Policy statement for urban development 2020 sets out requirements relating to planning and development in urban environment. The section 32 of this variation does not include, or allow for unoccupied, habitable dwellings to be taken into account for the need for more dwellings. There is a need for the section 32 to have the number of unoccupied dwellings, with a survey with the reasons why they are unoccupied, to give the variation some substance as to the need for the variation. It is very difficult to submit in favour or against this variation with out all information available on the need to provide more land available for future and present dwellings. Rather than a local government variation to increase the availability of dwellings. There maybe a case for the NZ Government to legislate to make unoccupied dwellings available for occupation, before building more dwellings. There should be no more increase in dwellings in the Mosgiel urban area, until the infrastructure is brought up to a satisfactory standard to be able to accommodate the flooding and other infrastructure issues that presently are not capable of maintaining the purpose they were built for, and are well and truly passed there use by date. There should be no intruding into any Greenfields sites for housing, that contain any high-class soils, or any soils with a productive capability.
