    My/our submission seeks the following decision from the Council: Multiple submission points/decisions outlined below
    Details (C1 - Social housing in GR1 subject to GR2 rules - REJECT THE CHANGE) - Social housing in GR1 zones should comply with the same requirements for other types of housing. Current and proposed GR2 zones provide sufficient scope for medium density housing, including the provision of social housing. (A3 - 15.5.2 - Accept the change with amendments outlined below) Amend the maximum development potential rules for GR1 zone so that instead of a limit of one habitable room per 100m2 this is changed to one habitable room per 75m2.
    Reasons for these views (C1 - Social housing in GR1 subject to GR2 rules ) Council has identified areas suitable for GR2 type medium density via the current 2GP variation and social housing should not circumvent this process by allowing GR2 density in GR1 zones. This may have unanticipated impacts on infrastructure capacity in GR1 zones. The definition of social housing may be open to broad interpretation or manipulation and the use of such housing may not stay as social housing over time allowing back dooring of medium density into areas where it is not appropriate for it to exist. Instead of allowing GR2 rules to be applied to social housing in GR1 zones, Council, via Variation 2 have already considered areas of the city suitable for GR2 level densities. If these are not considered sufficient then Council should more widely consider areas that may be suitable for GR2 levels of density. (A3 - 15.5.2) One habitable room per 100m2 is unnecessarily constraining for smaller sites within the city. This is particularly true for sites that may be suitable for duplex developments. Even with more compact living, residents are reasonably likely to seek housing with more habitable rooms than the plan allows to provide flexibility for visitors and guests as well as to provide good utility for themselves. For example a 500m2 duplex appropriate site could only have one two bed and one three bed under the proposed rules which does not provide the flexibility demanded by occupants.
