Variation 2 change ID RTZ2 Provision name and number, or address and map layer name 87 Selwyn Street ant 17 Allen Street North East Valley My/our submission seeks the following decision from the Council: Reject the change Details Reasons for these views Our properties at 71 and 75 Selwyn Street are surrounded by the rural land which is proposed for re-zoning at (intensive) Residential 2. As residents with years experience of the beauty and challenges of this steep rural site, we submit that the proposed plan change: 1. Seriously and adversely affects the green corridor, green belt link for bird life between the coast, Leith Valley, and Orokonui Ecosanctuary. This is a primary serious concern, there is abundant and increasing birdlife here. 2. The green corridor is an outstanding natural landscape and an amenity for the whole city. Once destroyed, it is gone forever and this is just not necessary here where there is land of lesser amenity value available. 3. The extreme slope with run off down to minor and major waterways is unsuitable for development. The proposal to deal with this by large scale storage and pumps raises serious concerns of future slips, leaks, noise. 4. The valley at 87 Selwyn St is a small, very high sided box canyon, a natural amphitheatre and noise is greatly amplified. Pumping as mentioned above is only one noise concern- construction and eventual residences will be far louder here, as well as echoing throughout the rest of North East Valley. 5. Unsuitable access and roading: Selwyn Street is narrow, and several times per year it is dangerously icy, impassable at the bridge and above. If mitigated by another approach, North Road is nonetheless already congested at peak hours. 6. Waterways: there are numerous aquifers under these slopes. There are community groups actively working with sponsors DCC to keep the Lindsay Creek alive and well https://www.odt.co.nz/news/dunedin/lindsay-creek-hero-celebration, https://www.eventfinda.co.nz/2019/creekfest-2019/dunedin. The vulnerabilities of this are thoroughly documented in the DCC's Leith/Lindsay Flood Plan work. All waterways require meaningful consultation with iwi. This intensive housing proposal would be the death knell to these creeks, the life in in them and their wider community amenity value. We anticipate the DCC would face a lot of public protests for the Lindsay Creek.
