My/our submission seeks the following decision from the Council: Accept the change with amendments outlined below
Details DPA supports this change in plan variation by the Dunedin City Council. We welcome the proposals around the need to rezone more land to increase the supply of housing and other associated initiatives. However, we hope that this is balanced by the need to ensure that any building activity does not take place on environmentally sensitive sites. DPA especially welcomes the 2GP Variation’s changes to permit more social housing builds across the city.
Reasons for these views The provision of accessible, affordable social housing is a major concern for many disabled people who are often on low incomes and find it difficult to service private market rentals for this reason. Also, there is the fact that many disabled people within our community find it difficult to acquire suitable, accessible and affordable housing. DPA welcomes the fact that the proposed areas for rezoning and development will be done in a way that promotes good urban design and well-managed infrastructure. In terms of this, there needs to be ongoing involvement with the disability community and access advisors around such important aspects as kerb design, pavement widths, gradients and the provision of footpaths with separated cycleways, etc. DPA welcomes the proposal for the 2GP to remove restrictions on who can live in family flats on private properties. This will ensure that more disabled and older people who wish to access this option can do so if they wish to remain close to their families/whanau in order to receive support and maintain links. The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) The UNCRPD Articles most relevant to our submission are: - Article 4.3 Involving disabled people and our organisations in decisions that affect us - Article 9 Accessibility - Article 19 Living independently and being Included in the community - Article 20 Personal mobility Recommendations DPA strongly recommends that the Urban Street Design Guide be incorporated into 2GP planning processes, particularly when it comes to urban design and infrastructural placement in the newly rezoned housing areas. We look forward to seeing the new 2GP Variation implemented. We do not wish to be heard in support of our submission.
