I've read the 9 Year plan material, and the rationale behind implementing this charge is to alleviate the cost to ratepayers because the cost of operating the gallery and toitu is high. However, according to the "Our Finances" section of your consultation document, the cost of Creative and Cultural vibrancy - the museums, the gallery, AND the libraries - is $5.49 from each $100 of operational expenditure. That's only 5%. I don't feel that's too high, or justifies singling this out as a priority.
