Alongside the IFF changes, the Government is also consulting on an exposure draft of the Local Government (Infrastructure Funding) Amendment Bill, which would replace the current development contributions system with a new national development levies regime. The proposal is designed to give councils and developers a clearer, more consistent way of funding growth infrastructure. Submissions on the exposure draft and associated regulations are open until early 2026, after which full legislation is expected to be introduced to Parliament, with the new levies system phasing in later in the decade.
