The Planning Bill is one of two new laws the Government has introduced to replace the Resource Management Act 1991. It focuses on how land can be used and developed, including for housing, business and infrastructure. It passed its first reading in December 2025 and has been referred to the Environment Select Committee for public submissions. The Government’s intention is for the Bill to be passed in 2026 and phased in over several years, with the new system expected to be fully in place by around 2029.
