I prefer Option 2 with conditions. See the attached supporting document.
For the roundabout option - turning left from George to Park Street needs to be retained; if park on the west side of George and want to get to Heriot Row, Queens Drive you will need to do a u-turn to go up Pitt Street (the top of Union Street is uncomfortably step - especially on a bike). My preferred cycle route to Moana pool is up Regent Street.
