I applaud the effort in balancing maintenance work and new developments across the city against income - always a difficult task. I do think Dunedin - both the elected council, DCC staff, and the city in general - needs an injection of energy, positivity and team spirit. Attached are some suggestions for helping to achieve this.

In my opinion, a CCO is more focused and more nimble than an inhouse organisation.
