Rather than a set fee perhaps it is better to seek donations. Many cruise ship passengers already feel ripped off. In addition locals could also donate during the year. If all cruise ship passengers offload at Toitu there is more chance of collecting.

We perhaps need a Dunedin City Works Department that incorporates water. This Department must have capability to buy direct from international suppliers and in addition savings could be made if it ran its own STMS capability.
